Sod Installation in Tampa Bay
The grass you pick decides how the lawn handles shade, salt and drought. New sod also has its own watering rules, which differ from Tampa to Clearwater to St. Petersburg. The rules for each are below.

Four grasses compared
The main Florida lawn grasses compare as follows.
St. Augustine
Shade tolerance is good to excellent depending on the cultivar, salt tolerance is good and drought tolerance is good. Maintenance is medium and mowing height runs 2 to 4 inches. It holds its green color longer in drought than zoysia. The cultivar matters a lot. Floratam is the most widely used but has poor cold and shade tolerance and does not persist well where it gets less than 6 hours of sun a day. Palmetto does well in sun or partial shade but not dense shade, and Seville, a dwarf type, performs well in shade and sun but is cold sensitive.
Zoysia
Shade tolerance is good to excellent depending on the cultivar, salt tolerance is good and the drought rating is excellent. The rating reflects dormancy, though, and zoysia quickly loses its green color in drought. Maintenance is medium.
Bahia
Shade tolerance is fair and salt tolerance is very poor. Drought tolerance is excellent and maintenance is low. It suits inland lots with full sun that will not see salt spray.
Bermuda
Shade tolerance is poor and salt tolerance is good. Drought tolerance is excellent and maintenance is medium to high, with a low mowing height of 0.5 to 2 inches. It suits open, sunny yards where you accept more mowing.
St. Augustine and zoysia suit most homeowners, and both can tolerate some salt spray, but none of the grasses can be irrigated with salt water. Seashore paspalum tolerates salt best but needs too much upkeep for most home lawns.
When to install
Warm-season grass establishes best while it is actively growing. For central and north Florida the advice is to avoid cold winter and hot, dry summer months. Tampa Bay is in west central Florida, so that advice is the closer match.
That leaves spring and early fall as the usual windows. This is a general pattern, not a rule, and the watering rules below can matter as much as the calendar. Ask the crew when they expect to lay sod and how they'll handle watering.
Watering new sod: the rules differ by place
A district-wide water shortage order limits regular lawn watering to one day a week. It runs through March 31, 2027, unless the district changes or ends it. New sod is treated differently, and each local government sets its own details. These are the rules as of October 2026. Check with your local government for your address before work starts.
- Unincorporated Hillsborough County: days 1 to 30 after installation, any day within the allowed hours. Days 31 to 60, Tuesday, Thursday and Sunday for even addresses and Monday, Wednesday and Saturday for odd addresses. An irrigation zone may run only if new sod or plants cover at least 50% of it.
- City of Tampa: follows a 30-day establishment schedule based on UF/IFAS guidance. Watering stays banned from 4 a.m. to 8 p.m. while sod is watered in, and the assigned day applies afterward.
- Pinellas County Utilities: a 60-day establishment period, with days 1 to 30 on any day. Proof of the new material is submitted online. The county also advises against re-sodding or major landscape changes while the order is in effect.
- Clearwater: a 60-day period. Days 1 to 30, any day between midnight and 4 a.m. or 8 p.m. and midnight. Days 31 to 60, Tuesday, Thursday and Saturday for even addresses and Wednesday, Friday and Sunday for odd addresses.
- St. Petersburg: watering new sod with potable, well or surface water requires a 30-day variance from the city's Water Resources Department. Only one variance is allowed every six months and extensions are not granted. The city's order was set to end October 1, 2026, so confirm the current status with the city.
Reclaimed water is treated separately. Hillsborough County lets it run any day except 10 a.m. to 4 p.m., and Clearwater allows any day before 10 a.m. or after 4 p.m.
Citations can come with no warning first. Pinellas County sets a $193 fine, and Hillsborough County citations start at $100.
What good installation looks like
The steps are plain: clear the old lawn if needed, fix grade and drainage, loosen the soil, lay the pallets in staggered rows, roll or tamp them for soil contact and water right away. In Tampa, the installed price typically counts the material, delivery, basic raking, laying, an initial roll and one watering, with old grass removal and grading as separate lines.
Fertilizer is limited too. Pinellas County bans nitrogen and phosphorus fertilizer from June 1 to September 30 and asks for no nitrogen on new turf for 30 days. The City of Tampa has its own June 1 to September 30 ban on nitrogen and phosphorus fertilizer, on top of the county Environmental Protection Commission rules.

What to ask your landscaper
Before the crew starts, ask:
- Which grass type and cultivar is it, and why does it suit the shade and salt at this address?
- Who prepares the soil and the grade, and is old-grass removal in the price?
- How many square feet, and how much extra sod is ordered for cuts?
- What is the plan for watering in the first 60 days under the local rules, and who sets the irrigation clock?
- Does the irrigation system work, and has anyone checked coverage and the rain shutoff?
- What happens if patches die, and is that written in the quote?
Sod questions
Is it a bad time to put in new sod during the water shortage?
It is allowed, but Pinellas County Utilities advises against re-sodding during the order and some places require proof of the new material or a variance. Ask your landscaper how they'll water the lawn under your address's rules.
Can I use sod on a shady lot?
Some cultivars handle shade better. Sod will thin out in deep shade, so a shade garden or mulch may suit that area better.
How much does sod cost?
Typical ranges are in the cost guide. Your landscaper quotes the real price after seeing the yard.
